Why some youtube directors never approve video responses?

I have been youtubing with youtube.com for now about a year or so and have been browsing site content and watching more than three thousand videos so far. the question of this post is not hypotetical because approving video response is possible and it depends solely with the user.
What if, you found videos of directors who have honors such as #1 all time subscribed or #30 most viewed (those are just taken as samples not a direct reference) and you saw all their videos; all with bunches of views and comments but to your surprise you find there are no video responses? Based on my knowledge, its impossible for highly viewed videos not to get any video response. Here are the reasons why you don’t see video responses:
1. The owner don’t care about you
2. The owner could be dead meaning left youtube if the last login date is shown was a year ago
3. They disabled video responses for the video they uploaded
4. They don’t have time to review videos sent as responses
5. They want to be leader going alone; not lead anyone else
6. Any other reasons you could think of
But, aren’t video responses useful? They can help get you more views, draw more attention to your channel.
Which reason among the above might be true to top directors on youtube who never approve video responses? Can you call them selfish? Also share me and with others who is the #1 youtuber or director or who ever he or she is and has videos with lots of video responses and respects its subscribers.
